Challenge
Contemplating a major transportation bill in the 2025 Oregon legislative session, lawmakers scheduled a series of roadshow public hearings in all corners of the state. The Oregon Transit Association organized its statewide members to provide information and testify at each of the 12 hearings.
Approach
CFM was retained to assist smaller, rural transit agencies that lack in-house communications expertise, but have impressive stories to tell of how they serve their communities. CFM created 19 legislative handouts that featured how each transit agency has used State Transportation Investment Funds to expand service, grow ridership and upgrade buses and vans.
Success
Combined with presentations by larger transit agencies, the handouts from rural transit providers underlined the value of public transportation statewide for students, workers and older adults. Lawmakers responsible for shaping the 2025 legislation praised transit agency communications and created a specific work group assigned to transit funding.
