Securing Funding for a State Road in Tigard

Challenge

The City of Tigard engaged CFM midway through the 2023 legislative session to secure funding to address a myriad of safety concerns on SW Hall Boulevard, a state road that runs through the city, including near a high school.

Approach

Working with City staff, CFM developed an advocacy plan, utilizing the City’s elected officials to pressure legislators to fund the ask. CFM remained in constant contact with Rep. Ben Bowman, D-Tigard, to leverage leadership support for the ask.

Success

Despite a late start, the City received a $3 million allocation in the end-of-session budget reconciliation bill. A Jurisdictional Transfer Advisory Committee also was created to rank and prioritize applications for jurisdictional transfers, the ultimate goal for SW Hall Boulevard.
