Challenge
Benton County needed to replace its aging courthouse that lacks adequate security, courtroom space and ADA compliance. Benton County had participated in the state’s courthouse replacement program, eligible for a 50 percent match of Article XI-G bonds. Because of rising costs, the county was still short by $14 million.
Approach
CFM coordinated with Benton County’s legislative delegation, including House Speaker Dan Rayfield, to develop a strategy for a larger state match. Benton County Commissioner Xan Augerot testified before the Ways and Means Subcommittee on Capital Construction to emphasize the importance of securing the additional $6.9 million for the courthouse project. Behind the scenes, CFM played a critical role in advocating with key budget leaders and being a conduit with the Oregon Department of Justice (DOJ).
Success
Through a collaborative effort with county and state agencies. CFM worked closely with budget writers and Speaker Rayfield to emphasize the need for additional state matching funds. The effort succeeded in securing a $6.9 million allocation, setting the stage for groundbreaking on an updated courthouse in 2024 and completion by 2026.
